EU-UK relations: The Council authorizes the start of negotiations for an agreement on Gibraltar

The Council today approved the decision to authorize the commencement of negotiations in Gibraltar in accordance with the agreement between the European Union and the United Kingdom and the respective negotiating guidelines. Therefore, the European Commission can now enter into formal negotiations with the UK regarding Gibraltar.

The purpose of the talks was to establish a broad and balanced agreement between the European Union and the United Kingdom in Gibraltar, taking into account the specific geographical situation and the uniqueness of Gibraltar.

Environment

Gibraltar is not included in the scope of the Trade and Cooperation Agreement concluded between the European Union and the United Kingdom at the end of 2020.

On December 31, 2020, Spain and the United Kingdom understood the possible structure of the Gibraltar Agreement. Based on this understanding, it called on the Spanish Commission to begin negotiations on such an agreement at the Union level.

On July 20, 2021, the Commission recommended a Council decision authorizing Gibraltar to begin negotiations with the United Kingdom with negotiating guidelines.

The expected agreement between the European Union and the United Kingdom regarding Gibraltar should not discriminate on issues related to sovereignty and jurisdiction.
