After the electoral defeat, President Jair Bolsonaro (PL) was prevented from appointing allies to strategic government positions. Some of them even have the authority to investigate the behavior of the first echelon during the term of President-elect Luiz Inacio Lula da Silva (Workers’ Party).

Such is the case of Minister of the Government Secretariat, Celio Faria Jr., and attorney João Enrique Nascimento de Freitas, head of Bolsonaro’s private advisory office, appointed to integrate the Public Ethics Commission into the presidency for a three-year term.

In the last phase of his term, Bolsonaro found a way to harass Lula. He also appointed directors and ombudspersons for regulatory bodies, as well as diplomats in embassies and consulates. It precipitated, for example, appointments to the post of Head of Consular Representations in London, the United Kingdom, and Orlando, the United States. The law states that the commission is made up of “Brazilians who meet the requirements of moral integrity, impeccable reputation, and notorious experience in public administration.” They do not receive remuneration, as the work is considered to be “providing a relevant public service”.
