Furthermore, at least 60% of the Special Housing Credit Program budget for FGTS shareholders (supporting shareholders) must be allocated to the cost of new properties.

The government also decided that more than half of the FGTS budget approved for the Urban Development Program (Pró-Cidades) in 2024 will be allocated to the public sector.

In total, there were R$2 billion, of which R$600 million would go to the private sector and the rest to the public sector (R$1.4 billion).

Therefore, Caixa Econômica Federal will lend resources as follows, depending on the region:

  • southeast: 760 million Brazilian reals
  • the Northeast: 480 million Brazilian reals
  • north: 280 million Brazilian reals
  • Midwest: 240 million Brazilian reals
  • south: 240 million Brazilian reals

In addition, FGTS resources will be used for loans for sanitation measures under the Growth Acceleration Program (New PAC).

According to the standard, Caixa needs to invest up to R$6 billion to contract credit operations under the Saneamento para Todos programme, available from the first business day in 2024.

However, those dealing with industrial water, effluent treatment and water reuse will only be able to use 5% of the budget. In other words, 300 million Brazilian reals.
