The priority focus of the Lula government’s housing program will be on low-income families, with monthly earnings of up to R$2,400.
247 – The future government of the graduating President, Luiz Inacio Lula da Silva (PT), will change the focus of the Minha Casa Minha Vida housing programme, renamed Casa Verde e Amarela by the government of Jair Bolsonaro (PL), and will prioritize low-income families Up to 2400 Brazilian reals.
Along these lines, according to the newspaper the scientistNew policy guidelines include measures such as home renovation, urbanization in slums, facilitating financing for informal workers and building closer to urban centres.
The housing sector was the second most beneficiary of the “PEC da Transição” program and will receive more than R$9.5 billion in 2023. The program benefited by PEC was Bolsa Família, which will pay R$600 to help the poorest people.
According to the report, “Most of the money released for housing goes to the Fundo de Arrendamento Residencial (FAR), which finances the construction of public housing. It is the largest amount of money since 2015.”
The Jair Bolsonaro government has not introduced any new development in the housing area over the four years of administration, and the Casa Verde Amarela program only serves families who have been able to obtain some kind of financing, with resources and subsidies from the FGTS.
The focus of the future government is to change the current scenario, focusing on poor families, who are unable to obtain financing. “Due to the complexity of the subject, and the need to hold bids and obtain a series of licenses, at the beginning, there will be no target for housing construction. The plan is to open a selection process to start new businesses in the second semester,” the report stresses.
Between 2009 and 2016, PT governments handed over 4.2 million homes, 1.6 million of which were to families with incomes up to R$1,800, the old value of the first tier of the Minha Casa program, Minha Vida.
