The Rugby League is set to return to some form of licensing under proposals revealed by global sports media company IMG as part of a long-term “strategic partnership” with the sport on Wednesday.
Automatic promotion and relegation to the Premier League will be ruled out and clubs will be promoted based on the status of their tier, which will be determined by various factors on and off the field.
The proposals will only take effect at the end of next season if the majority of the current 37 professional clubs vote for them at next month’s meeting.
These include placing clubs in A and B categories, with the former securing their place in the Premier League, and reassessing the latter annually, with the top-ranked clubs filling the remaining first division seats.
NFL President Simon Johnson said: “This is an important day in terms of setting a new course for the sport.
“It’s very much the direction of travel in these high-level recommendations, with great layers of detail still to be worked on.
“But these proposals contain an acknowledgment of the need for significant changes to address the range of challenges facing the sport at all levels, and recommendations for changes that have the potential to alter the approach, mood and reality of the league.
