The government described the Israeli actions as “illegal” and amounting to “annexation.” The Itamarati delegation also called for compensation for the Palestinians and for Israel not to repeat the violations it is committing. According to the government, Israel is obligated to do so under international law.
Brazil also warned that foreign states should not recognize the occupation or take actions that imply acceptance. “Illegitimacy creates an obligation for all states,” he said.
The government points out that no country should cooperate with Israeli actions related to the illegal occupation of Palestinian territories. But it also argues that by cooperating, governments are working through legal means to end the occupation. “Brazil is committed to fulfilling these obligations,” he added.
Brazil also noted that the seriousness of the actions was “undeniable,” even before the Hamas attacks of October 7, 2023.
Itamaraty considered that “the occupation violates the right of the Palestinian people to self-determination.” Brazil explained in its intervention that Israel has ignored UN resolutions since 1967 and called for an end to the occupation.
Brazil also accused Israel in its intervention of creating two legal systems. One would apply to Israeli settlers occupying Palestinian territories. The other would be imposed by military order on Palestinians. This would constitute “a discriminatory practice against Palestinians and impede the exercise of human rights and human freedoms.”
